 Creation of modern state planning system in Russia at all the levels of power is the only right way to achieve long-term aims of the state development, Krasnoyarsk Territory Governor Alexander Khloponin believes.
'Russia has returned to the world society as a player that sets long-term aims to itself. It is for this reason that the task to make modern planning system at all the levels of power is not just of current importance but the only right way,' Khloponin stated at the session of the interdepartmental commission on strategic planning of the Russian Security Council, Krasnoyarsk Territory Administration Council reported.
It is worth reminding that Alexander Khloponin had presented his suggestions on the formation of complex planning of social and economic regional development to Russian President Vladimir Putin at the personal meeting and the State Council of the Russian Federation last week.
On the instructions of the head of the state Krasnoyarsk governor presented his report on the theme at the Russian Security Council. In Alexander Khloponin's opinion, and that idea was approved of by Vladimir Putin, a law on regional policy should be passed until the end of 2006. The law is to oblige all the power levels – federal, regional, municipal – to work out a full set of strategic documents and programs on regional planning, taking into consideration programs of regional development of big business.
'It is not return to the State Plan. What we are discussing is a modern system of state planning, corresponding to the world standards. We must adjust aims and tasks, and not supplies of nails and products,' Alexander Khloponin stated.
