Alexander Khloponin, Krasnoyarsk Territory governor, answered ‘The appeal of the deputies of Taymyr (Dolgano-Nenetsky) Autonomous Area Duma to O. M. Budargin, governor of Taymyr Autonomous Area, and A. G. Khloponin, Krasnoyarsk Territory governor’.
As the press service of Taymyr Duma announces on April, 6, it was mentioned in the document that, taking into consideration political importance of the referendum on the uniting of the territory and the autonomous areas, population of northern territories has a right for getting guarantees of social and political protection and economic development of their territories from the state authorities of the territories being united. In the opinion of Taymyr deputies, the main regulations, determining a special status of Taymyr (Dolgano-Nenetsky) Autonomous Area as an administrative territorial unit included into the new Krasnoyarsk Territory, as well as including them into a project of the Federal Constitutional Law and obligatorily – to the new entity of Russian Federation, should be formulated clearly and fixed by corresponding agreements.
Alexander Khloponin agreed that regulating of issues enumerated in the appeal mentioned had an important political and economic meaning for the future united entity of RF. In the first place, it is determining of the main points of the united territory, taking into consideration the special status of Taymyr and Evenkia. The governor of the territory called preservation of budget supply of the territories a priority task for the state authorities of the territories uniting.
All the agreements mentioned above are reflected in the project of ‘The Memorandum on the main regulations of enforcement of the special status of Taymyr (Dolgano-Nenetsky) and Evenkia Autonomous Areas in the staff of the new entity of Russian Federation.’ It is supposed that the memorandum should be considered finally and declared at the session of Legislators Council of the territory and the autonomous areas and signed by the governors of the three uniting entities later.
