Biysk was agitated with announcements of several rapes of 13-14-year-old under-aged girls in October. It took place in the afternoon, in the entrances of blocks of flats. Parents were already afraid to let their daughters to school. And, finally, the rapist was arrested on November, 13.
According to the announcement of Boris Kirichenko, the chief of Directorate for Internal Affairs of Biysk, militiamen had one version. All the victims described the rapist in the same way. Every militia detachment, every stationary post had a photo robot of the suspect. All the services were goaled at his search, including operative services.
As an IA REGNUM correspondent was informed in the press service of Chief Directorate for Internal Affairs of the territory, a 33-year-old citizen V. was arrested by an attempt of another rape of an under-aged girl. The victim was frightened, certainly, but she understood in time what she was to do. The girl pressed emergency call button of her cellular phone and started talking loudly – she knew that now her father could hear her. It was he who called militia and could not help refrain from adequate actions from his side in this case. Now the rapist’s face is marked with grazes and bruises.
This citizen turned out to have been previously tried on five articles of Criminal Code: theft, robbery, keeping and sale of drugs, as well as rape, after the arrest by the officials of Priobsk Territorial Militia Department. He had spent a total of nine years in prison. His last service in prison finished successfully by pre-term discharge from bail for model behavior in the reformatory in April, 2004.
At present the arrested pleads guilty in committing two rapes. Now militia officials are to hold a complicated process: his guilt is to be proved. ‘We suspect this citizen in committing a number of crimes, not excluding the fact that he will happen to have been involved not only in rapes but also in other types of crimes, having been committed in our city from April to November of this year. In addition, knowing that rapes are crimes that are very often concealed, we are holding actions in all the city schools in order to reveal all the victims who hesitated to appeal with a statement to law machinery. Today their evidences are very necessary for the investigation. The criminal must be punished deservedly,’ Boris Kirichenko stated.
